The Governor's Tourism Rising Star Award was first presented at the 2022 Governor's Conference on Tourism. The award recognizes an individual who has worked in the South Dakota tourism industry for at least two years (but not more than four) and is excelling at their job; demonstrates a curiosity, passion and vision for the growth of the industry and its importance to our state's future development; is engaged in the industry at the local and state levels; and, as a rising star, is a person who will make a positive difference to our industry in the years to come.

Sarah Kills In Water has worked with the new South Dakota Native Tourism Alliance since 2019 where she’s been a source of inspiration and knowledge.
She has been vital in bringing tourism and economic development to her reservation through grant writing, networking and more.
Sarah is working hard to establish tourism on Rosebud and everybody who works with her loves her positivity and can-do attitude.
